Following the Tax and Legal Working Group discussions held in late 2025, the European Chamber of Commerce in the Kingdom of Saudi Arabia (ECCKSA), together with the Ministry of Investment of Saudi Arabia (MISA), organised a practical, in-person workshop dedicated to the latest developments of the Regional Headquarters (RHQ) framework.

Held on Wednesday, 11 February 2026, the session brought together European business leaders and MISA’s RHQ experts for an open and constructive dialogue. The workshop provided an opportunity to hear directly from MISA on recent updates to the RHQ framework, as well as related regulatory developments, including transfer pricing considerations, the draft Income Tax Law, Premium Residency, and other strategic initiatives shaping the investment environment in the Kingdom.

Designed as an interactive and practice-oriented exchange, the session encouraged discussion, feedback, and the sharing of perspectives between the European business community and Saudi authorities. Participants welcomed the opportunity to deepen their understanding of the RHQ programme and to learn more about its significant progress and achievements, which have already exceeded Vision 2030 targets.

The strong engagement and positive spirit of the discussions reflected a shared commitment to supporting business growth, strengthening investment flows, and contributing to the Kingdom’s ongoing economic transformation.
