On 16 September 2026, European Commission President Ursula von der Leyen delivered the annual State of the European Union address before the European Parliament in Strasbourg, the second one of the 2024-2029 Commission. Underpinned by the core principle that Europe’s trajectory must remain firmly within European hands, the address set out a forward-looking agenda focused on industrial competitiveness, energy sovereignty, strategic connectivity, and technological leadership.
The priorities outlined reflect an active Union shaping its regulatory and economic framework to maintain global competitiveness. For the European Chamber of Commerce in the Kingdom of Saudi Arabia (ECCKSA) and its corporate members, these policy directions offer valuable clarity on regulatory shifts, emerging supply chain corridors, and potential synergies between European industrial targets and Saudi Arabia’s economic transformation under Vision 2030.
The primary driver of the Commission’s forward agenda is the decisive relaunch of the European economy through deep structural integration. Under the One Europe, One Market Roadmap¹, the Union aims to complete a comprehensive overhaul of the Single Market by the end of 2027. This initiative is supported by twelve targeted omnibus proposals designed to reduce administrative burdens by approximately EUR 17 billion annually, alongside a coordinated commitment with Member States to prevent regulatory over-implementation.
Furthermore, capital access is being accelerated through the Savings and Investments Union, a streamlined Banking Package, and early deployments from the Scaleup Europe Fund.
For ECCKSA members, these reforms represent a significant reduction in cross-border friction. Streamlined internal market procedures enhance the ease of doing business for European companies expanding their international footprint, while offering Saudi entities investing in Europe a predictable, harmonised, and efficient regulatory environment.
In response to global energy fluctuations, the European Union is accelerating its transition towards a resilient, homegrown, and technologically neutral energy infrastructure encompassing renewables, nuclear power, and biomethane. The Commission has set a strategic target to double the share of electricity in the final energy consumption by 2040, supported by an urgent initiative to unblock network capacity, building upon the more than 80 GW of renewable capacity installed over the past year.

This structural transformation directly aligns with the objectives of the ECCKSA Energy committee. As the Kingdom of Saudi Arabia advances its own large-scale decarbonisation, hydrogen, and renewable energy infrastructure under Vision 2030, the European Union’s focus on grid modernisation, storage technologies, and electrification creates substantial scope for bilateral commercial partnerships, joint technological development, and long-term investment flows.
The Union’s external trade policy is increasingly oriented towards supply chain diversification and global connectivity. Alongside the newly established European Corporation on Critical Raw Materials, created to secure and stockpile essential industrial inputs, the EU has reinforced its global trade network through recently concluded agreements with major economies, including India, Mercosur, Mexico, Australia, and Indonesia.
A central pillar of this external engagement is the development of strategic trade routes under the Global Gateway umbrella, notably the Middle Corridor linking Central Asia to Europe, and the India-Middle East-Europe Economic Corridor (IMEC). Positioned as the foundational hub of the IMEC, Saudi Arabia and the broader Gulf region stand to benefit significantly from these reconfigured global supply chains. This dynamics opens critical avenues for ECCKSA Transport and Logistics committee members. It offers them key opportunities to integrate Saudi Arabia’s expanding regional infrastructure directly with newly modernised European trade networks.
The Commission has placed industrial Artificial Intelligence at the centre of its strategic framework for productivity and security, championing human-centric AI development supported by robust computational infrastructure. Sector-specific initiatives scheduled for release in November 2026 will target five core areas: healthcare, transport, agri-food, advanced manufacturing, and defence and space. These measures will be accompanied by the Digital Fairness Act and international security collaborations on frontier AI models with key global partners.
These developments carry direct relevance for ECCKSA members operating in technology, advanced manufacturing, and healthcare. Standardised European frameworks, such as AI-assisted diagnostic tools in healthcare, provide clear benchmarks for tech-transfer partnerships and regulatory alignment within the Saudi market.
To conclude, the strategic priorities outlined in the 2026 State of the European Union address demonstrate that European policy frameworks are directly shaping international trade and investment dynamics. As the advocate and bilateral platform for European business in the Kingdom, the European Chamber of Commerce in the Kingdom of Saudi Arabia (ECCKSA) is uniquely positioned to bridge these Brussels-driven policy directions with local market execution under Saudi Vision 2030.
Moving forward, the Chamber will continue to foster institutional dialogue, host policy discussions, and facilitate strategic partnerships to ensure its members leverage new supply chain corridors, energy transition mechanisms, and digital frameworks to enhance their competitive standing in both European and Saudi markets.
